Ocean Country Partnership Programme. Livelihoods Risk Mitigation Analysis for MPA Implementation in Ghana 2026

Abstract

To support implementation of Ghana’s emerging MPA Strategy, GFRA LBG, with support from the OCPP, led extensive consultations with government agencies, academics, and coastal rightsholders to inform future Marine Protected Area (MPA) establishment. Drawing on evidence from diverse coastal communities, this process translated livelihood realities into a decision‑ready, gender‑responsive, and conflict‑sensitive livelihood mitigation policy framework.

The framework provides a structured, evidence‑based approach to managing socio‑economic risks associated with MPA implementation, including income disruption, debt exposure, and differential vulnerability across livelihood groups. By setting out clear risk prioritisation, phased mitigation measures, and accountability mechanisms aligned with national social protection systems, this framework aims to support fair, credible, and socially sustainable MPA delivery in Ghana.
